In state service, persons are admitted for limited or unlimited deployment as contract employees as well as for filling leading functions based upon objective criteria. 
Where not provided otherwise by state laws, each personnel decision shall be preceded by a job advertisement and an objectification procedure.

The Oö. Objektivierungsgesetz [Upper Austrian Objectification Act] governs the entire job advertisement and selection process.The applicants shall prove the knowledge and skills required in the job description, provide information for the assessment of the objective criteria and file corresponding documents in a timely manner. They have no legal entitlement to admission to state service or employment in the advertised post.

The persons envisaged for hiring are invited to start working and are, in principle, employed for a fixed term initially. After expiry of the fixed term, the employment relationship – where the employee in question proves to be suitable – becomes unlimited if it is not a position for a fixed term (e.g. substitute for employees on leave or sick leave).
